When want to make a payment i found the error msg as title, tried many time and found the solution as follow.
go the the main website of ebay that's mean type- ebay.com only and not destination ebay - ebay.com.my(for malaysia)
then this is able proceed as normal. simple righ !!! yahoo!!
Alternative solution can be
Go from payment web and link it to ebay and make a payment (but i not try it for security purpose)
As explanation it just go to link or buy ebay item then you able to select the ebay winning bit and process the "Send Payment" as normal.
Well hope this use full.. tata
